The south and east of England is largely heading into a period of the highest level of coronavirus restrictions, the health secretary, Matt Hancock, has announced. Bristol and north Somerset were moved down to tier 2 after infections fell, and Herefordshire was downgraded to tier 1. Hancock said everyone should take personal responsibility during the Christmas holidays to act in a ‘safe and careful’ way
